The case

The Council of Europe is an important organisation for the promotion of democracy, the rule of law, and human rights in Europe. It is not an EU body.

The commentary

Founded in 1949 and based in Strasbourg, the Council of Europe has 46 member states, making it significantly larger than the EU, which has 27 members. Switzerland is a member of the Council of Europe. The European Convention on Human Rights (ECHR) and the European Court of Human Rights (ECtHR) in Strasbourg are central institutions of the Council of Europe for the protection of human rights. All member states are bound by the ECHR.

In addition to human rights treaties, the Council of Europe has negotiated important agreements in areas such as culture, social affairs, and anti-doping, which promote co-operation in Europe.
