The commentary

Today, both the Council of States and the National Council approved the reform bill with clear majorities. If the reform passes the final vote on Friday, the electorate will have the last word.

To compensate for the loss of revenue, an optional property tax for second homes is planned. The introduction of this tax is at the discretion of the individual cantons.

As the reform requires a constitutional amendment, a mandatory referendum is necessary. This means that both the majority of voters and the majority of cantons must vote in favour.
