The case
The chief negotiators of Switzerland and the European Union have initialled an agreement on Switzerland’s participation in EU programmes in Brussels today.
The commentary
The agreement is to enter into force after the ratification of the overall Swiss-EU package (EUPA), but could already be applied provisionally after being signed, which has been scheduled for November 2025. For more information click on the following link.
The text of the EUPA will be published in the coming weeks.
“Initialling“ is defined as the approval of a treaty text by affixing initials. The negotiators thereby confirm that the text corresponds to the results of the negotiations. After the initialling, the two parties sign the agreement, which, on the Swiss side, is done by the Federal Council, followed by a ratification, which involves parliament and a possible referendum.
