The commentary
The Cantonal Parliament has enacted a legislative decree providing for an extraordinary increase in the fiscal value of real estate located in the Canton of Ticino. The measure is intended to partially align fiscal values with prevailing market values.
The fiscal value of real estate will be increased by a uniform rate of 15 %. The adjustment will be applied automatically and does not entail an individual reassessment of each property.
The following categories of property are excluded from the adjustment: agricultural land, forest land, land without any specific designated use and hydropower installations
The decree enters into force retroactively as of 1 January 2026 and will apply to the 2026 tax period.
The increase in fiscal value will result in a higher taxable real estate value and may lead to an increase in cantonal and communal wealth tax as well as municipal property tax. The decree does not provide for any automatic adjustment or reduction of applicable tax rates.
Property owners will receive a formal notification of the revised valuation. An objection may be lodged with the Cantonal Valuation Office within 30 days of notification in accordance with the applicable procedural provisions.
The comprehensive general revaluation of fiscal values for wealth tax purposes was postponed until 2035. In the meantime, the authorities may carry out interim adjustments at four-year intervals.
