The case
The Federal Council has submitted the Stabilisation and Further Development of Switzerland–EU Relations package to Parliament as a single legislative package comprising nine proposals.

The commentary
The nine proposals include the agreements themselves, the necessary amendments to domestic law as well as four commitment credits. Parliamentary scrutiny began in late March 2026 with the Council of States taking the lead. The Foreign Affairs Committees (FACs) are responsible for the overall coordination of the process, while other committees contribute according to their areas of competence. The package is being examined under the ordinary legislative procedure and is expected to be concluded by the end of the current legislative term. The agreements are legally interconnected, i.e. the stabilisation agreements can enter into force only as a package, while the agreements on further development are subject the stabilisation agreements being in force.
